Short answer
Ring Neighbors organizes a neighborhood around doorbell camera footage and suspicious-activity posts. Help Me organizes it around requests for everyday help, offered privately to approved helpers. There is no video, no public posting, and no permanent feed of who was on your block.
Two different default assumptions
A camera feed trains you to catalog strangers. A help request trains you to ask one. Both are real ways to relate to a street, and they produce very different neighborhoods over time.
What Help Me does not collect
No video, no footage sharing, no public posts, and no browsable history of activity near you. Live help is a coarse area of about 500 meters and the conversation is private between two people.
Where each is actually useful
If a package went missing, a camera is the tool. If your battery is dead in a lot, a camera is useless and a neighbor is not. They do not compete so much as answer different questions.
Questions people actually ask
Does Help Me use cameras?
No. There is no video anywhere in the product.
Can I post about suspicious activity?
No. There is no public posting. Suspicious activity goes to police non-emergency, or 911 if it is happening now.
