They might lend you a charger so your phone survives the wait. They probably cannot get into your car, and that is the usual case. Do not post this ask expecting professional tools.
Cars and apartments are different problems
A car in a busy lot is a public, visible problem. It is still not a license to force a door. An apartment lock belongs to a landlord, a locksmith, or the person you live with. Help Me is not a way around that. If a child or a pet is in danger inside a locked car, call 911 immediately, not an app.
