Why the river behaves this way

The Red River of the North runs north toward Canada. When the southern reaches melt first, the water arrives at ice still in place downstream. Add flat terrain that spreads water sideways for miles, and a modest rise covers an enormous footprint. The cities have spent decades building around this and they run the response.

How to actually help in a flood year

Through the official channel. When cities call for sandbagging volunteers, they announce it themselves with locations, hours, and requirements. That coordination has to be centralized to work. Watch your city’s announcements rather than trying to organize disaster response through a neighbor app.
